Previous Customers are stating ... locksmiths are unable to program their FIAT remotes for them - they CAN cut the keys though... 

... looks like our previous Fiat customers have had success in getting these re-programmed to their existing vehicles when they go to automotive FIAT or CHRYSLER dealer - SOME dealers are telling customers they cannot be re-programmed but when they go to a an HONEST dealer they are able to get them re-programmed SOME DEALERS will do it -

excerpt from FIAT forum..."OK - I recently purchased a 2012 Fiat 500 Sport, and it came with only one key.

I wanted two extra keys, so I went on Ebay, and purchased the following:

A) Two USED/PROGRAMMED Fiat 500 Keys that are the same frequency as the key the car came with.
B) Two NEW key blades
C) Two NEW batteries

When I received the USED/PROGRAMMED keys I:
A) I replaced the battery in each one.
B) I punched out the roll pin on the blade holder, and replaced the cut blade with a new/uncut blade.

I drove my car to my local locksmith, and he cut the two new key blades, matching the original. He checked both of the new key blades on the exterior door lock and the ignition, and both new keys turned the lock tumblers. OK – so we’re halfway to goal, now the next step…

The locksmith hooked up his “MVP Pro” key programmer, and following the manufacturers instructions, he attempted to re-program the two keys utilizing the PIN code from the FIAT 500 PIN Code Card that came with my 500.
The locksmith tried three times to program the two keys, and each time - at the end of the process – the two keys bought off Ebay did not reprogram. My locksmith called the company that makes the key programmer – MVP - and spoke to their customer service rep. The MVP customer service rep didn’t have a definitive “this is why this is occurring” answer.

My locksmith and I chewed over it for awhile, and he said that he ran into the same issue – reprogramming a programmed key - on new Lexus’. The customer purchased a used/programmed key off of Ebay and replaced the key blade (the same as I did) My locksmith has a feeling that what might be occurring is that the vehicle manufacturer – FIAT (and Lexus) – may only allow a dealer to REPROGRAM a USED KEY with proprietary means/software to prevent vehicle theft if by chance a thief was able to obtain a automobile key programmer."
